Birdwatchers in the San Fernando Valley remain angry after the U.S. Army Corps of Engineers recently began clearing about 50 acres of land at the Sepulveda Basin. The Corps now says the work will be halted until the agency meets with local environmentalists.

Members of the San Fernando Valley chapter of the?Audubon Society have been walking the south part of the basin below Burbank Boulevard this week. They don?t like what they see. Kris Ohlenkamp says it's a travesty.

"[The Army Corps] said they were going to remove non-native invasive plants. Instead they removed everything," Ohlenkamp says. "Every plant, every shrub, other than a few trees."

The Army Corps says the work is part of a five-year plan that aims to improve public safety in two ways: by improving flood control and controlling homeless populations and public lewd acts reported in the area.?

Thomas Beauchamp, operations branch chief for the Los Angeles Division of the U.S. Army Corps of Engineers, says the Corps' work is part of a vegetation management plan.

"We mulched the underbrush in that area," he says. "We did thin some trees on Haskell Creek. And we removed a palm tree, a pine tree and a eucalyptus tree."

Beauchamp maintains that the Army Corps circulated the proposal for public comment, as is required. Under normal circumstances that would be the end of the story. But Beauchamp says the district?s acting chief, Lieutenant Colonel Alex Deraney, has now told the Audubon Society the Corps would stop work ? temporarily ? on this first phase of the plan.

"The commander made a decision to hold off until we meet with [the] Audubon Society, to discuss the re-vegetation, the purpose of the project, and then move forward," Beauchamp says. "Because obviously we want to have a good relationship with them."

This first-phase work is 75% completed, Beauchamp says, and he admits that not a lot of work was likely to happen around the tail end of the holiday season anyway. The pause will give the Army Corps time to explain its plan.?This district, he says, gets only about 7% of the money it needs to manage all of the flood control basins in L.A. That's why the long-term plan is to minimize maintenance costs.

Ohlenkamp says he?s pleased with the Army Corps? move. But he?s not done with his wish list for the engineers. He argues that the Corps? vegetation management plan is inadequate because it doesn?t account for more than 250 species of birds that use the Sepulveda Basin for habitat.

"Their report [says] there are several birds in the area, mostly flying overhead," Ohlenkamp says, dismissively. "And there are mammals including squirrels and mice. And dogs and coyotes run rampantly through the area. That is the entirety of their biological survey."

Ohlenkamp argues that the city and county of Los Angeles spent $100,000 improving the Sepulveda Basin when it was still a wildland reserve. One thing members of the San Fernando Valley Audubon Society will ask for when they meet with the Army Corps is some compensation for what they say the improvements have destroyed.

"This is the old Corps of the '50s and '60s that destroyed the Everglades, and they?ve promised to get away from that," Ohlenkamp says. "They?ve said it?s a mandate of the Corps to be good stewards of the environment and assure a diversity of habitats."

According to Beauchamp and Deraney, the L.A. district of the Army Corps is planning a meeting with environmentalists after the New Year.?

National ? Nowhere to use Japan's growing plutonium stockpile

How is an nuclear-powered island nation riddled with fault lines supposed to handle its nuclear waste? Part of the answer was supposed to come from this windswept village along Japan?s northern coast.

By hosting a high-tech facility that would convert spent fuel into a plutonium-uranium mix designed for the next generation of reactors, Rokkasho in Aomori Prefecture was supposed to provide fuel while minimizing nuclear waste storage problems. Those ambitions are falling apart because years of attempts to build a ?fast breeder? reactor, which would use the reprocessed fuel, appear to be ending in failure.

But Japan still intends to reprocess spent fuel at Rokkasho. It sees few other options, even though it will mean extracting plutonium that could be used to make nuclear weapons.

If the country were to close the reprocessing plant, some 3,000 tons of spent waste piling up here would have to go back to the nuclear plants that made it, and those already are running low on storage space. There is scant prospect for building a long-term nuclear waste disposal site in Japan.

So work continues at Rokkasho, where the reprocessing unit remains in testing despite being more than 30 years in the making, and the plant that would produce plutonium-uranium fuel remains under construction. The Associated Press was recently granted a rare and exclusive tour of the plant, where spent fuel rods lie submerged in water in a gigantic, dimly lit pool.

The effort continues on the assumption that the plutonium Japan has produced ? 45 tons so far ? will be used in reactors, even though that is not close to happening to a significant degree.

In nearby Oma, construction is set to resume on an advanced reactor that is not a fast-breeder but can use more plutonium than conventional reactors. Its construction, begun in 2008 for planned operation in 2014, has been suspended since the March 2011 Fukushima nuclear meltdowns, and could face further delays as Japan?s new nuclear watchdog prepares new safety guidelines.

If Japan decided that it cannot use the plutonium, it would be breaking international pledges aimed at preventing the spread of weapons-grade nuclear material. It already has enough plutonium to make hundreds of nuclear bombs ? 10 tons of it at home and the rest in Britain and France, where Japan?s spent fuel was previously processed.

Countries such as the U.S. and Britain have similar problems with nuclear waste storage, but Japan?s population density and seismic activity, combined with the 2011 Fukushima Daiichi nuclear disaster, make its situation more untenable in the eyes of the nation?s nuclear-energy opponents. Some compare it to building an apartment without a toilet.

?Our nuclear policy was a fiction,? former National Policy Minister Seiji Maehara told a parliamentary panel in November. ?We have been aware of the two crucial problems. One is a fuel cycle: A fast-breeder is not ready. The other is the back-end (waste disposal) issue. They had never been resolved, but we pushed for the nuclear programs anyway.?

Nuclear power is likely to be part of Japan for some time to come, even though just two of its 50 functioning reactors are operating and Japan recently pledged to phase out nuclear power by the 2030s. That pledge was made by a government that was trounced in elections Dec 16, and the now-ruling Liberal Democratic Party was the force that brought nuclear power to Japan to begin with.

Liberal Democrats have said they will spend the next 10 years figuring out the best energy mix, effectively freezing a nuclear phase-out. New Prime Minister Shinzo Abe said he may reconsider the previous government?s decision not to build more reactors.

Construction at Rokkasho?s reprocessing plant started in 1993 and that unit alone has cost 2.2 trillion yen so far. Rokkasho?s operational cost through 2060 would be a massive 43 trillion yen, according to a recent government estimate.

The reprocessing facility at this extremely high-security plant is designed to extract uranium and plutonium from spent fuel to fabricate MOX ? mixed oxide fuel, a mix of the two radioactive elements. The MOX fabrication plant is set to open in 2016.

Conventional light-water reactors use uranium and produce some plutonium during fission. Reprocessing creates an opportunity to reuse the spent fuel rather than storing it as waste, but the stockpiling of plutonium produced in the process raises concerns about nuclear proliferation.

Fast-breeder reactors are supposed to solve part of that problem. They run on both uranium and plutonium, and they can produce more fuel than they consume because they convert uranium isotopes that do not fission readily into plutonium. Several countries have developed or are building them, but none has succeeded in building one for commercial use. The United States, France and Germany have abandoned plans due to cost and safety concerns.

The prototype Monju fast-breeder reactor in western Japan had been in the works for nearly 50 years, but after repeated problems, authorities this summer pulled the plug, deeming the project unworkable and unsafe.

Monju successfully generated power using MOX in 1995, but months later, massive leakage of cooling sodium caused a fire. Monju had another test run in 2010 but stopped again after a fuel exchanger fell into the reactor vessel.

Some experts also suspect that the reactor sits on an active fault line. An independent team commissioned by the Nuclear Regulation Authority is set to inspect faults at Monju in early 2013.

Japan also burned MOX in four conventional reactors beginning in 2009. Conventional reactors can use MOX for up to a third of their fuel, but that makes the fuel riskier because the plutonium is easier to heat up.

Three of the conventional reactors that used MOX were shut down for regular inspections around the time three Fukushima Daiichi reactors exploded and melted down following the March 201l earthquake and tsunami. The fourth reactor that used MOX was among the reactors that melted down. Plant and government officials deny that the reactor explosion was related to MOX.

Japan hopes to use MOX fuel in as many as 18 reactors by 2015, according to a Rokkasho brochure produced last month by the operator. But even conventionally powered nuclear reactors are unpopular in Japan, and using MOX would raise even more concerns.

When launched, Rokkasho could reprocess 800 tons of spent fuel per year, producing about 5 tons of plutonium and 130 tons of MOX per year, becoming the world?s No. 2 MOX fabrication plant after France?s Areva, according to Rokkasho?s operator.

The government and the nuclear industry hope to use much of the plutonium at Oma?s advanced plant, which could use three times more plutonium than a conventional reactor.

Meanwhile, the plutonium stockpile grows. Including the amount not yet separated from spent fuel, Japan has nearly 160 tons. Few countries have more, though the U.S., Russia and Great Britain have substantially more.

?Our plutonium storage is strictly controlled, and it is extremely important for us to burn it as MOX fuel so we don?t possess excess plutonium stockpile,? said Kazuo Sakai, senior executive director of Rokkasho?s operator, JNFL, a joint venture of nine Japanese nuclear plant owners.

Rokkasho?s reprocessing plant extracted about 2 tons of plutonium from 2006 to 2010, but it has been plagued with mechanical problems, and its commercial launch has been delayed for years. The operator most recently delayed the official launch of its plutonium-extracting unit until next year.

The extracted plutonium will sit there for at least three more years until Rokkasho?s MOX fabrication starts up.

Giving up on using plutonium for power would cause Japan to break its international pledge not to possess excess plutonium not designated for power generation. That?s why Japan?s nuclear phase-out plan drew concern from Washington; the country would end up with tons of plutonium left over. To reassure Japan?s allies, government officials said the plan was only a goal, not a commitment.

Japan is the only nation without nuclear weapons that is allowed under international law to enrich uranium and extract plutonium without much scrutiny. Government officials say they should keep the privilege. They also want to hold on to nuclear power and reprocessing technology so they can export that expertise to emerging economies.

Many officials also want to keep Rokkasho going, especially those in its prefecture. Residents don?t want to lose funding and jobs, though they fear their home state may become a waste dump.

Rokkasho Mayor Kenji Furukawa said the plant, its affiliates and related businesses provide most of the jobs in his village of 11,000.

?Without the plant, this is going to be a marginal place,? he said.

But Rokkasho farmer Keiko Kikukawa says her neighbors should stop relying on nuclear money.

?It?s so unfair that Rokkasho is stuck with the nuclear garbage from all over Japan,? she said, walking through a field where she had harvested organic rhubarb. ?We?re dumping it all onto our offspring to take care of.?

Nearly 17,000 tons of spent fuel are stored at power plants nationwide, almost entirely in spent fuel pools. Their storage space is 70% filled on average. Most pools would max out within several years if Rokkasho were to close down, forcing spent fuel to be returned, according to estimates by a government fuel-cycle panel.

Rokkasho alone won?t be able to handle all the spent fuel coming out once approved reactors go back online, and the clock is ticking for operators to take steps to create extra space for spent fuel at each plant, Nuclear Regulation Authority Chairman Shunichi Tanaka said.

?Even if we operate Rokkasho, there is more spent fuel coming out than it can process. It?s just out of balance,? he told the AP.

A more permanent solution ? an underground repository that could keep nuclear waste safe for tens of thousands of years ? seems unlikely, if not impossible.

The government has been drilling a test hole since 2000 in central Japan to monitor impact from underground water and conduct other studies needed to develop a potential disposal facility. But no municipality in Japan has been willing to accept a long-term disposal site.

?There is too much risk to keep highly radioactive waste 300 meters underground anywhere in Japan for thousands or tens of thousands of years,? said Takatoshi Imada, a professor at Tokyo Technical University?s Decision Science and Technology department

BEIRUT (AP) ? The international envoy charged with pushing to end Syria's civil war called on Thursday for the formation of a transitional government with "full executive powers" to run the country until new elections can be held.

The original Geneva plan called for the establishment of a national unity government with full executive powers that could include members of Assad's government, the opposition and other groups. It was to oversee the drafting of a new constitution and elections.

Because of Russian objections, that plan did not call specifically for Assad's ouster, nor did it ban him from participation in the new government ? making it a non-starter with the opposition.

"The Syrian people seek genuine change," Brahimi told reporters in Damascus, adding that the transitional period "must not lead to the collapse of the state or the state's institutions."

On Thursday, Brahimi did not specify how his plan would treat Assad, and said it still needed to be determined whether the called-for elections would be for president or parliament.

The Syrian government did not immediately comment on Brahimi's suggestion.

In Moscow, Russian Foreign Ministry spokesman Alexander Lukashevic said Russia is trying to revive the June plan. He also reaffirmed Moscow's objection to calls for Assad's ouster.

Anti-regime activists say more than 40,000 people have been killed since crisis began in March 2011.

The volleyball, women?s golf and women?s track and field programs each had two student-athletes graduate. Erika Lightsey, who led the 2011 Chanticleers in kills, and Kelsie Mauck represented the volleyball program, while the women?s golf programs featured Eugenia Guerra, who earned Big South Presidential Honor Roll twice, and two-time All-Big South selection Kaitlin Higginbotham. Darriale Henley, who is still competing for women?s track and field program, was a member of the CCU record-setting 4?100 relay team and was the 2010 Big South Indoor long jump champion. Middle distance runner and All-Big South selection Christian Johnson was one of nine Chanticleers to graduate from Coastal?s College of Science.

Daniel Bowman, the 2012 Big South Player of the Year, represented the baseball program, decathlete Darren Tymczak represented the men?s track and field program and Dean?s List honoree Ty Wengel represented the men?s golf program.

Also graduating were support student workers Dylan Richardson (football), who graduated cum laude, and Jatavia Clay (men?s basketball).

In contemporary China, there are few painters that could skillfully take charge of color, which may be caused by three aspects. First, as a separate discipline, color art came into being in the 80s of the last century with a weak foundation. Second, affected by the combination of Chinese and western thinking, a lot of Chinese painters cannot help trying to make oil painting by using Chinese techniques. Chinese painting emphasized exquisite description, which was clearly not the same thing with oil painting. Third, influenced by Russian painting style, Russia's geography and climate affected the perception and understanding of the Russian painter for color. On the other hand, the melancholy tone in the Russian culture of 19th century also had a significant impact on Russian painting: in literature, such as Tolstoy, Turgenev; in music, such as Tchaikovsky; in painting, such as Surikov, Repin. If corresponded in color, that was grey and brown.
As is known to all, the painting education in New China was introduced from the former Soviet Union, which has influenced generations of Chinese painters. In addition, the majority of Chinese painters focused more on techniques and less on feeling, and was diligent in writing and lazy in sketch. Such a bad painting habit was also the main reason leading to Chinese painters difficulty in the comprehension of color art. I have seen a lot of paintings made by some well known painters, but I still do not understand why they treat their figures even young girls in a funeral-like gray color scene. But there?s something about Seahawks quarterback Russell Wilson that make it obvious that he learned from baseball, even if he didn?t succeed at it.

He was a hit on the football field Sunday night, leading an efficient 42-13 thrashing of the 49ers to clinch a playoff berth. Wilson completed 15-of-21 passes for 171 yards and four touchdowns, with one interception.

To watch him, you?d wonder if he had ever been bad at anything. But he had plenty of experience during his time on the diamond.

In his final year in the minors, he struck out 82 times in 236 plate appearances, hitting a meager .228. But there?s a quality about his game now that shows he learned the lesson from baseball, namely the perpetual quality of the game. You swing, you miss, you come back the next day, you take another hack.

Wilson?s not being asked to do the things other quarterbacks are doing. But over the course of this season, you can tell Wilson is learning more and more, getting better in small increments.

That sounds obvious, but it?s a process that takes incredible maturity in a sport where quarterbacks are conditioned to success, and often not used to ever having failed when they get to the NFL.

Wilson has struggled. He?s pushed through. And the Seahawks are enjoying the lessons learned now.

Here are five more things we learned during Sunday Night Football:

1. There are folks who prefer head coaches with a defensive background, because at a philosophical level, defensive coaches are problem solvers while offensive coaches are problem creators.

In the case of 49ers coach Jim Harbaugh, the former quarterback made things more difficult on himself than they had to be.

Running back Frank Gore had five carries for 10 yards in the first half. The first number is far more important than the second. Any plan built to play the Seahawks defense in the rain in their own stadium that only features five attempts by one of the league?s top backs was a bad plan.

It?s just football. It doesn?t have to be that hard.

2. That said, it?s getting harder and harder for defensive players to know what they?re supposed to do.

Seahawks safety Kam Chancellor was flagged for hitting a defenseless receiver on the play that knocked 49ers tight end Vernon Davis out of the game with a concussion.

Chancellor hit Davis in the chest. With his shoulder pads. Hard.

The flag is doubtless a result of an ?err on the side of caution,? approach by the refs, which they?ve been told to employ in the name of player safety.

But those rules were incorrectly applied this time, and Chancellor was flagged because his hit was too good, and sounded too big.

3. There are more exciting open-field running backs than Marshawn Lynch.

But I am not sure how many I?d prefer if I had to have a short-yardage conversion.

Lynch is one of the most efficient backs in the league, because he truly believes the shortest distance between two points is a straight line. Whether there are opponents in that path matters not.

4. Overreacting to the 49ers loss this week will be as wrong as overreacting to last week?s win over the Patriots.

Though they were thrashed soundly, they?re still a dangerous team. But last week?s win, after which many were ready to crown them, featured many troubling signs (like quarterback Colin Kaepernick playing a little loose with the ball, and not fielding snaps cleanly).

The injuries to Davis and wide receiver Mario Manningham (knee) limited and could continue to limit their offense, and for a quarterback who is still learning on the fly, and doesn?t have much to draw on, it?s a hard spot to be in.

5.
